Caldwell, New Jersey: Children in West Essex can go trick-or-treating at local businesses in addition to homes this year. According to the Caldwell Merchants Association, 'Safe Halloween' trick-or-treating will be allowed at businesses along Bloomfield Avenue in Downtown Caldwell from 12:00pm to 4:00pm. Owners of several local businesses will distribute candy to children. Caldwell Police Department officers will be present at several street corners to help children and their parents cross safely.
